It seems that the Microsoft Windows Live programs are trying to synchronize through the Windows Time service. However, this service was disabled as it was facing the same issue. In this way, I have taken the following steps to fix this issue; you can try this solution below:

Open WLM

1) Go to Run, then type “services.msc” and press ENTER.

2) Find the “Windows Time” service, then turn it on and make sure the service is set to Startup Type to “automatic”.

3) Go to Run, then type "cmd" and press ENTER.

4) Type the following command line w32tm /resync

You will see the output below: Resync command sent to local computer The command has been executed successfully.

5) Close Windows Live Mail and open it again, it will take a few minutes to download and view all your emails.

  6. Close Internet Explorer.
  7. Try to connect.

Create a new account

  • Delete existing account,
  • Add a new account and activate the option “Configure manually”,
  • Now set the connection parameters to
