I have seen some cases where there were no previous iTunes library folders or files in this folder. It can happen, but I don't know why. However, this is not an obstacle. All that happens is that you rename your existing .itl file to .old, launch iTunes, and start without a library.

As long as iTunes can sync from your Mac, it should download your library from iCloud or Time Machine. You may have to wait a bit as everything will sync, but it will happen and you will get your library back.

Windows users can also restore files, depending on how you back up your computer. If you're using Windows 10 file history or have a system restore point, you may want to review it. As far as I know, iTunes doesn't automatically sync or back up on Windows computers.
