0x00000bcb is a Windows computer error code that is generated when Windows fails to connect to the printer, making it difficult to install your system.

Windows cannot connect to the printer. The procedure could not be completed (error) and subsequently with one of the following error codes.

Reinstall the printer
First, make sure the printer is shared correctly. Then follow these steps to install the printer.
1. Click Start, Control Panel, and then double-click Devices and Printers.
2. Click Add a printer.
3. Select "Add a local printer".
4. Select "Create a new port". Select "Local Port" as the port type.
5. Enter the address in the following format in the “Enter a port name” field.
[IP address of the host computer][The Share Name of the printer]
Then click Next.
6. Follow the instructions to complete the installation. During installation, select the driver from the list of drivers.
Restart the spooler service
Complete the following steps to stop the spooler service, and then restart it.
- Pulse Win + R simultáneamente (tecla del Logo de Windows y tecla R). Se abre un cuadro de diálogo Ejecutar.
- Enter services.msc in the run field and click the OK button.
- In the Name list, find and double-click the Print Spot service.
- Under Service Status, click the Stop button.
- Click the Start button to restart the service.
Add a network printer as a local printer
Click Start > Devices and Printers.
Click Add Printer at the top of the screen.
Select Add local printer.
Select “Create a new port” and select “Default TCP/IP port”.
Ingrese la IP adress de la impresora (la dirección IP de su impresora se puede establecer haciendo clic con el botón derecho en su impresora en el panel de control del dispositivo y seleccionando la pestaña Propiedades y puertos de la impresora.
Select a driver from the list. (If you're sending data directly to the printer like I do, then the driver isn't relevant since it's skipped anyway.)
Follow the wizard, which enables you to set the added printer as the default printer.
You can later use the command to check if the printer has been added locally:
wmic printer get title, name, device id, controller name, port name
Local printers are listed first in the results list.
