MRI is a Microsoft program that runs, I believe, on all Windows 10 systems. When you type MRT in the search window, MRT.EXE appears and you regularly click on it to run it. Apparently it now requires higher permissions than "System Administrator" to run it.
MRT (Malicious Removal Tool) es una herramienta gratuita de eliminación de malware desarrollada por Microsoft y utilizada en los sistemas operativos Windows. No utiliza protección en tiempo real y se centra en escanear su computadora en busca de malware. Los usuarios anunciaron que recibieron el siguiente mensaje de error cuando intentaron iniciar MRT:
The system administrator has blocked this application. Contact your system administrator for more information.

Enable hidden admin account
To enable the hidden administrator account, do the following:
- Start the command prompt as administrator. You can do this by following step 1 from the answer above.
- When the command prompt starts, type the following and click Have access to run it:

- Sign out of your current account.
- You should see that a new administrator account is available. Enter here.
- Find and run the app you want to install.
- You should be able to install it without any problem.
- Once you're done, go back to your usual account.
- If you want to disable the administrator account, run the command prompt as in step 1 and type the following:
network/active user admin: no
Use the command prompt to install the application.
This is a simple workaround that you should use whenever you want to install new software on your non-administrative Windows 10 account.
- Type cmd in the search bar and you should see the message in the results listing. Right-click and select Run as administrator.
- You must use the command prompt to find the file you want to run. To do this, type cd followed by the folder in which the application is located.
- Once you've successfully changed the folder location, basically type the name of the file you want to run, followed by the width of the file.
- The file should now work correctly.
Use this method to force the application to run with administrator privileges on your computer.
Run an elevated command prompt
- Login as administrator.
- Right-click the Windows button and select Command Prompt (Admin).
- Enter the full path of the application at runtime. As an example, C:\Dell Drivers\24T1W\R235168\Setup.exe.
Turn off Windows SmartScreen
