Cipher.exe is a command line tool built into the Windows operating system that can be used to encrypt or decrypt data on NTFS drives. This tool also enables secure deletion of data by overwriting.
When you use this built-in tool, it creates a temporary folder called EFSTMPWP on the system partition. It then writes more temporary files to that folder and random data consisting of 0, 1 and other random numbers to those files.
Once the operation completes successfully, Cipher deletes this folder. Regardless, if the procedure is interrupted for any reason, this file cannot be deleted.
If you notice that the folder size has increased, you can safely delete this EFSTMPWP folder.
