Error code 0x3A98 occurs when users try to run a full WlanReport from a command prompt window. This survey is generally carried out by users who have problems with their wireless network connection.
Running Network Troubleshooter

Running WlanReport with administrator access
If you're not having any basic issues with your internet connection and are only getting error code 0x3A98 when trying to run a full WlanReport, it's probably because the CMD window you're using doesn't have admin access.
Many of the affected users who encountered this issue reported that they were able to fix the issue after ensuring that they had run the command from an elevated prompt.
Here is a short guide to running WlanReport from an elevated command prompt:

Disable third-party antivirus programs
As several concerned users have pointed out, you may also see the 0x3A98 error in situations where a third-party security suite overly controls data exchange going back and forth on your home or work network.
In the vast majority of cases, McAfee and Comodo would be responsible for the appearance of this problem. If this scenario applies, you can fix the problem by disabling the security suite's real-time protection or, in more serious cases, uninstalling it and also making sure to delete any remaining files that could cause this behavior.
