As several concerned users have pointed out, you may also see the 0x3A98 error in situations where a third-party security suite overly controls data exchange going back and forth on your home or work network.

In the vast majority of cases, McAfee and Comodo would be responsible for the appearance of this problem. If this scenario applies, you can fix the problem by disabling the security suite's real-time protection or, in more serious cases, uninstalling it and also making sure to delete any remaining files that could cause this behavior.
