When you use Elementor with a localhost it is not considered an activation. In fact, this is a great way to set up a test site so that you can test changes and / or updates without affecting your live site. If your localhost test site uses domains like .dev, .local, or .test, Elementor's licensing system understands that this is a test site and will not require a license activation. This way you can use your license on your live site without having to use it on your staging site.
